Lobbying Action Guidlines

Ongoing and expired lobbying actions appear below. Lobbying targets can be all of the members of a House of Delegates or Senate committee, your representatives in either chamber, the Governor, or various government agencies.  If the SCMD has published an issue statement, submitted written committee testimony, or sent out a letter or press release, then it is referenced. It is OK to copy and paste text from the SCMD document to your email or letter or read from the document during your telephone call. If you send your own email or letter then the salutation should be "Honorable members of the [committee name]" or "The honorable [forename surname]". Always identify the name of your town or city followed by your two letter state abbreviation MD (please do not send emails or letters if you are not a resident of Maryland) at the bottom of the email or letter after your name.

Links for sending an email to the committees are provided. A link to the current bill information and its committee is provided. Following the committee link will provide a post office address for the committee. If the bill was reported favorably by the committee but not yet voted then you can contact your representative. To obtain the email address, letter address, and telephone of your representative try the official list of legislators. It is arguably better to send emails about bills to all of the committee members prior to the committee vote because most bills reported favorably by committee are approved (99%), while few bills that are reported unfavorably by committee are approved. About 3/4 of bills approved in one chamber are also approved in the other chamber, so if you already wrote to one chamber and the bill was approved in that chamber then it remains worthwhile to write to the other chamber's committee also.

  1. Currently active email forms appear in strong (usually bold) text.
  2. Please check the current status and history of the bill(s) first.
  3. If there is a corresponding bill from both chambers then check the status of the bills from each chamber.
  4. Write to the entire committee before the committee votes on the bill.
  5. If the bill was reported favorably by the committee then contact your representative. Visit, telephone, or mail is preferred over email, but an email is also good. Say you live in the election district.
  6. Return here again to act on changes in bill status and on new bills while the General Assembly is still in session.
  7. After the session ends contact the Governor and request that the passed bills be signed or vetoed.
